I do not understand this architecture...why the random tower connected to an otherwise fun-roofed set of apartments?

The random tower is a little bit bizarre, it holds the stairs. I'm going to presume you knew that, but I'm definitely joining you in wondering why the stairs couldn't just be built into the building...
